The Russians tried to respond by putting missiles in Cuba, on the US coast. Kennedy decided that, rather than bomb the missile fields, he'd blockade Soviet shipping from Cuba, to keep out the missiles themselves. The US could have withdrawn missiles from Turkey. The USSR could have shipped warheads first, and built launch facilities the US could detect after wards. Both sides could have gone for all out war.
